Keeping London moving and investing in its infrastructure

Transport is an enabler of sustainable growth and unlocks opportunity, connecting people to jobs and firms to international markets. Ensuring London is well connected across the city, across the UK, and internationally is a core focus of our activity. 

After multiple sticking-plaster deals, Transport for London was granted a four-year funding settlement at the 2025 Spending Review. While this was welcome, the capital’s growing population underlines the need for investment in several big-ticket transport projects, such as the Docklands Light Railway (DLR) and Bakerloo extensions, West London Orbital, and eventually Crossrail 2. We are identifying mechanisms to leverage private sector funding for these projects, as well as making the case for further devolution. Reforming fares to make London’s transport network more affordable is also vital to support international competitiveness.

Alongside this, we are tackling a range of other issues, including the Government bringing the railways into public ownership, the future of road user charging, the availability of electric vehicle charging points, and the impact of congestion. We are also highlighting the often-overlooked role of the river as a mode of sustainable transport for people and goods. And we are continuing to make the case for sustainable expansion of aviation and new international rail routes to support exports and growth. 

What we do

We’re working to keep London moving. With our members, we:

  • Call for further devolution so London has greater autonomy in transport decision-making.
  • Continue to campaign for long-term, stable funding for Transport for London (TfL).
  • Make the case for mechanisms that attract private sector investment for new infrastructure projects.
  • Promote reforms across the transport system, including modernised road user charging, expanded EV charging networks, fares reform and congestion management.
  • Champion the Thames as an underused, sustainable transport corridor for both passengers and freight.
  • Support sustainable expansion of aviation and international rail routes that drive exports and economic growth.

Addressing policy and systemic challenges 

  • Securing investment for major transport projects: We’re identifying mechanisms to leverage private sector funding for big-ticket projects like the Bakerloo extensions, West London Orbital, and eventually Crossrail 2.
  • Reforming fares for affordability: We’re setting out how fares could be reformed to ensure London’s transport network is as affordable as rival cities, supporting recruitment and retention of talent.
  • Transforming suburban train lines: We’re advocating for​‘metroisation’ –converting suburban railways into metro-style services to deliver more predictable, frequent, and reliable journeys, and unlock sites for new homes.
  • Campaigning for international connectivity: We’re championing sustainable expansion of aviation and new international rail routes to support exports and growth, including a major report with Arcadis on international connectivity projects.
  • Tackling congestion and electrification: We’re addressing the future of road user charging, the availability of EV charging points, and the impact of congestion.
  • Unleashing the river’s potential: We’re highlighting the role of the Thames as a sustainable transport corridor for people and goods.
  • Promoting innovative funding models: Supporting mechanisms like land value generation to help pay for major transport projects.

Our forums and working groups

We bring together key stakeholders through specialist forums that drive policy and deliver practical change: 

  • Shape our transport policy – blending working groups, forums, consultations, and events to influence key transport issues, including TfL funding, international connectivity, river transport potential, and road congestion solutions.
  • HS2 Euston Working Group – shaping Euston’s future by joining discussions with public sector stakeholders to advocate for positive outcomes for the station and surrounding development.
  • Roads Ahead Working Group – focusing on optimising road usage and tackling congestion through electrification, improved bus performance, and future road-user charging policies.
  • River Forum – unleashing the river’s full potential to enhance the capital’s connectivity will require a united effort from both the public and private sectors. This new forum will bring together key stakeholders, including the Deputy Mayor for Transport Seb Dance, the Port of London Authority (PLA), and TfL, to foster collaboration and drive greater utilisation of the river.

Recent Achievements 

  • Helped secure a four-year capital funding deal for TfL: Achieved through high-profile campaigning.
  • Led high-profile campaigning for the DLR extension to Thamesmead: Secured Government backing for this transformative project, unlocking regeneration, thousands of jobs and homes, and improving connectivity across London.
  • Made the case for HS2 reaching Euston: Successfully advocated for government commitment.
  • Championed international connectivity: Highlighted the importance of air and rail links for London and the UK’s growth.
